I would like to know how to specify which part of the flag is fixed and which is waving. I am using 3ds max, but I cannot find any modifier or something to do so.
Fixed could be on one side, or on two sides, or even more (if flag holder is curved, so flag could be fixed on almost 270 degrees (like flags in ACC).

It doesn't matter how your mesh looks like. It's the texturing which defines which side is fixed.

    Ok, but how?
Oh, you mean, on which side of the picture the flag texture is, right?
If I need to be fixed on left upper side, I have to put texture into left upper corner or whole image, right? Or am I wrong?

Yes. Left side of the picture is the fixed side.
But you also have to keep in mind the height and width of the texture/mapping which affects the waving animation.
