QUESTION Driver Animation - 3DS Max - Hands at stop incorrectly placed

working on creating new driver animations

the animations work however the hand placement is at 1 and 7 instead of 9 and 3 like it is at frame 0 in 3DS Max

animation is 200 frames long, animated using 3ds max, driver3d and car ini have lock set to 500, animation was built off of kunos DRIVE_BASE. I've been fighting this for 3 days, I've tried xform, freezing at frame zero, making sure my steering dummy and driver dummy have the pivots in the correct orientation.... im missing something but idk what. idk if its in the animation, the way i export, or in my ini files

I should also note I've tried using the Steering Animation Rig and both provide the same effect, hands only go into a "normal" 9 and 3 position when using steering animations already created

or if im ONLY placing the driver and hands in the correct spots in the car
